Top Philippine Government Agencies in terms of Performance

Last year I had a chance to be part of the Report Card Survey conducting interviews to the constituents of the Local Government in the Philippines. This is an excellent program of the Civil Service Commission to really know what their constituents like about the services of their leaders. This is part of the Anti Red Tape Act campaign of the government.

Here's the article written by the Civil Service Commission and listed the top 6 performing Government agency.

Six local government units (LGUs) have been qualified to receive the Citizen’s Satisfaction Center Seal of Excellence Award for garnering the highest ratings in a client satisfaction survey, the Civil Service Commission (CSC) announced.

The recipients of the Seal of Excellence Award are the Provincial Government of Compostela Valley with a rating of 95.5 (Excellent); City Government of Mati, Davao Oriental, 87.15 (Very Good); City Government of Tacurong, Sultan Kudarat, 85.1 (Very Good); City Government of Borongan, Eastern Samar, 83.86 (Very Good); Municipal Government of Burauen, Leyte, 81.88 (Very Good); and Provincial Government of Camarines Sur, 81.14 (Very Good).

The said LGUs, which hold the distinction of being the first government agencies to receive the award, are entitled to receive a wall-mountable glass seal bearing the Seal of Excellence Award symbol along with a cash reward.

The awardees attained the highest ratings in the Report Card Survey (RCS) conducted by the CSC during the pilot implementation of the program. The conduct of the Report Card Survey is one of the requirements under Republic Act No. 9485, known as the Anti-Red Tape Act of 2007 or ARTA.

The CSC, through its regional offices, conducted the RCS pilot run in selected government agencies from July 1 to August 31, 2010. It covered 10 priority agencies in the National Capital Region identified in Administrative Order No. 241, and the model province and model city of every region previously identified by the CSC.

Researchers were asked to interview clients who have already finished their transaction with the agency. Using a questionnaire and checklist as tools, the researchers rated the agency in terms of compliance with the requirements of ARTA, such as the presence of Citizen’s Charter, anti-fixer campaign materials, and help desk; and implementation of “No Lunch Break” policy.

It also evaluated client satisfaction based on the quality of service received, time it took them to complete the transaction, physical setup of the agency (e.g. signage/directions, accessibility, cleanliness, orderliness, lighting, ventilation and layout) and availability of basic facilities (e.g. comfort room, canteen, waiting area, facilities for pregnant women, persons with disability and the elderly).

A relatively new endeavor of the CSC, the grant of the Citizen’s Satisfaction Center Seal of Excellence Award forms part of the Commission’s mandate to promote prompt, excellent, honest and courteous frontline service in the bureaucracy.

US President's Obama's real identity

I recently received an email from a friend about the real identity of US President Obama. A lot of people are really intrigued about this development. People are saying that he is a Muslim. Having a name Hussein does not mean you are a muslim. Names are just name and names does not equal religion nor a race. We have freedom to choose names for our kids. Here's the email that was sent. Americans who still doubt that President Barack Obama was born in Hawaii may soon have access to a copy of his birth record, but it will cost them.

Tired of requests from so-called "birthers" asking to see Obama's birth certificate -- and hoping to make a dent in the state's projected $800 million budget deficit -- state legislators have proposed a bill that would offer a copy of the coveted document to anyone who asks and charge a $100 fee.

"If it passes, it will calm the birthers down," Rep. Rida Cabanilla said, according to The Associated Press. "All these people are still doubting it because they don't want the birth certificate from Obama. They want it from our state office."

Obama issued a certificate of live birth during his 2008 campaign, an official state document confirming that he was born on Aug. 4, 1961, in Honolulu. But for the next two years, Hawaii health officials continued to receive phone calls and e-mail requests asking for the records directly from the state, mostly from people who say they suspect Obama was born in Kenya or Indonesia and is therefore ineligible to be president.

Democratic Gov. Neil Abercrombie has said he wants to end the controversy by offering access to the birth record. But Hawaii cannot release it because of the state's privacy laws, something the proposed legislation, if enacted, would change. The bill was introduced by Democratic legislators in Hawaii, who said they hoped it would have the added effect of bringing a little money into the state.

"If the people are so concerned about Barack Obama and if he was actually born in Hawaii, born in the United States, let them pay a fee of 100 bucks," said Rep. John Mizuno, according to KHON2 News in Hawaii. "We can certainly use the money, and we don't need to hear their complaining anymore."

Two years into Obama's presidency, birther conspiracy theories about his place of birth have abated somewhat, but continue to generate political controversy. Earlier this month, Minnesota radio host Mike Evans said he was a friend of Abercrombie's and claimed the governor told him he couldn't find Obama's birth records. Later, though, Evans said he "misspoke" and apologized.

UN Voting on Nuclear Disarmament Shows Abysmal US Record

Each year the United Nations considers resolutions that seek to limit, control or eliminate the dangers that nuclear weapons pose to the inhabitants of the planet.  In general, these resolutions can be described as nuclear disarmament measures.*


In 2007, in the 62nd General Assembly of the United Nations, 20 resolutions on nuclear disarmament were considered.  Of these, five were not voted upon.  Of the 15 resolutions that were voted upon by the UN General Assembly in 2007, only one country in the world, the United States, had a record of opposing all of them.  It is an abysmal voting record, and the people of the United States should be aware of the dangerous and obstructionist role their government is playing in opposing a serious agenda for nuclear disarmament.
The votes of the nine nuclear weapon states are listed in the chart below. Countries were given one point for each Yes vote, zero points for each abstention, and a point was taken away for each No vote:

United States

In three of the votes, the United States was the only country in the world to vote against the resolutions.  The resolutions called for:
  1. Giving security assurances to non-nuclear weapons states that nuclear weapons would not be used against them;
  2. Supporting the Treaty on the South-East Asia Nuclear-Weapon-Free Zone;
  3. Supporting the Comprehensive Test Ban Treaty, to permanently end all nuclear weapons testing. 
Four other resolutions had only three votes against, and in each case the US was one of the three.  These resolutions called for:
  1. Supporting a nuclear-weapon-free southern hemisphere (US, France, UK opposed);
  2. Decreasing the operational readiness of nuclear weapons systems (US, France, UK opposed);
  3. A UN conference on eliminating nuclear dangers (US, France, UK opposed);
  4. Supporting renewed determination toward the elimination of nuclear weapons (US, India, North Korea opposed). 

France & United Kingdom


The other nuclear weapons states had more positive voting records, although in the case of the UK and France, only slightly more so.  Both France and the UK voted Yes on a resolution highlighting the risk of nuclear proliferation in the Middle East and on supporting for the Comprehensive Test Ban Treaty.  The UK’s other Yes vote was on renewed determination towards elimination of nuclear weapons. 


Russia & China


Russia’s sole No vote was on supporting the advisory opinion of the International Court of Justice on the illegality of the threat or use of nuclear weapons.  Of the five principal nuclear weapons states, China had by far the best voting record, casting no negative votes.


Israel, India, Pakistan & North Korea

The other nuclear weapons states, those outside the Nuclear Non-Proliferation Treaty, are Israel, India, Pakistan and North Korea.  Israel cast only one Yes vote, on support of the Comprehensive Test Ban Treaty.  India, Pakistan and North Korea were more supportive of nuclear disarmament resolutions, voting Yes a majority of the time. North Korea did not vote on two resolutions. 


Weapons in Space

One other aspect of UN voting on disarmament measures deserves comment, that of disarmament aspects of outer space.  On the two measures on this subject, the countries of the world voted overwhelmingly in favor of keeping outer space free of weapons.  The first vote was on prevention of an arms race in outer space.  Out of 180 countries voting on this resolution, 179 voted in favor.  Only the United States voted against and Israel abstained.  On the second measure on transparency and confidence building in outer space, 181 countries voted.  Again, only the US voted against the measure, and only Israel abstained. 

In the area of nuclear disarmament, as well as in keeping outer space free of weapons, the US has shown itself to be an obstacle to progress.  In a time when the world badly needs leadership toward a saner and safer future, the US has chosen to oppose progress on nuclear disarmament in many ways, including its votes in the UN General Assembly. 
In many respects the US government has demonstrated by its votes in the UN General Assembly its disdain for the deep concerns of the vast majority of the rest of the international community as well as of the American people.  Such behavior leaves the US and the world a more dangerous place and undoubtedly contributes to the extremely low level of respect in which the US is held throughout most of the world.
